IconForge - the program is a nice editor of icons and cursors. The list of possibilities is simply amazing. You can do almost anything with images that you may need to prepare icons and cursors for your program. It can pull icons from .exe and .dll files, among the tools there is a transparent paint to create icons through which the wallpaper shines through.
IconForge can be used to work with animated GIFs.
