Rulawi - the program is designed to translate files (usually text) from one encoding to another. DOS, Windows, KOI8, Unicode encodings are supported, as well as the replacement of Russian letters with Latin and vice versa. The main area of use is the translation of messages received or sent over the Internet (in the form of text files) from one encoding to another. All files are processed character-by-character, regardless of content, form, etc. (text, binary, executable...) Dos version works under Windows without problems, but DO NOT use long and Russian directory and file names.

On the author's website, you can download the Win32 version, as well as the source code of this program in Basic and in Ellochka. All variants of the program work as console applications and can process groups of files according to a given template.
